Snus & Nicotine Pouches: Proven Harm Reduction Tools
For over a decade, U.S. public health bodies like the Centers for Disease Control (CDC) have often undermined non-pharmaceutical products that could aid in smoking cessation and tobacco harm reduction. This approach is a mistake. Smoking kills, and any tool that helps people reduce or eliminate their use of combustible tobacco—from patches and gums to vaping and nicotine pouches—should be accessible.
A new study highlights why Sweden has dramatically lower lung cancer rates than much of Europe: many Swedes use oral nicotine products like snus instead of smoking. As cigarette sales decline in the U.S., tobacco manufacturers are shifting to tobacco-free nicotine pouches, such as Velo and Zyn. These products are significantly less harmful than cigarettes. While some epidemiologists may present sketchy correlations to suggest otherwise, this often resembles advocacy funded by groups that profited from the Master Settlement Agreement and now need a new “war” to fight.

The U.S. Food and Drug Administration (FDA) has authorized the marketing of ZYN pouches, acknowledging their reduced-risk profile compared to smoking. However, the agency simultaneously blocks these companies from competing with Big Pharma by prohibiting them from stating that their products can help people quit smoking.
Data from the Rutgers Institute for Nicotine and Tobacco Studies, analyzing Census Bureau surveys, shows that uptake of these products by non-smokers is essentially non-existent. Instead, the biggest users are people who have recently quit smoking—the exact goal of public health. This refutes claims that these products are a gateway to smoking for new users.
The government should take its foot off the brakes. We don’t need a repeat of the “vaping epidemic” narrative, where government opposition inadvertently created a fad among youth. Young people have little interest in these oral products. Let’s not create another culture war when the evidence points to a viable harm reduction pathway that helps adult smokers quit.
