UK Bans Tobacco and Vape Vending Machines Starting October 2026

The UK government will ban all vending machines selling tobacco, herbal smoking products, cigarette papers, and vaping or nicotine products starting October 29, 2026. Under the new regulations, premises managers commit an offense if they allow customers to purchase or receive these products directly from a vending machine.

Scope of the Vending Machine Restrictions

The ban applies to all direct-to-customer dispensing. This means products cannot be dispensed to customers from a machine even if the actual payment takes place elsewhere on the premises. Any setup that allows a customer to retrieve the product directly from the machine is prohibited.

Permitted Exceptions and Secure Storage

The regulation outlines specific exceptions to the ban:

Mental Health Facilities: In England and Wales, vending machines for vaping products remain permitted within inpatient areas of mental health hospitals.
Secure Staff Storage: Retailers can use vending machines as secure storage units. This is allowed only if staff members retrieve the products to complete a transaction, ensuring customers have no direct access to the machine.
