UK Vapers Face £275 Annual Cost Hike Under New October Tax
Starting October 1, approximately 5.1 million UK vapers will face steep retail price increases following the rollout of the government’s Vaping Products Duty. The policy applies a flat tax of 22p per millilitre to all vaping liquids sold in the UK, whether they contain nicotine or not.
The duty adds £2.20 directly to the production cost of a standard 10ml bottle. After applying the UK’s standard 20 percent Value Added Tax (VAT) on top of the duty, retail prices currently sitting between £2.50 and £3 are projected to exceed £5 per bottle.
How the New Duty Shifts Consumer Expenses
For a consumer who uses two 10ml bottles per week, the tax translates to an additional £5.28 weekly expense, or nearly £275 per year. Over a 30-year span, regular users could pay over £8,200 in additional taxes compared to current rates.

HM Revenue and Customs (HMRC) estimates that 5.1 million individuals will be directly affected by the measure. While the Office for Budget Responsibility projects the duty will raise £600 million annually by 2030, HMRC’s own forecast projects roughly £550 million per year.
Low Consumer Awareness and Black Market Risks
Despite the fast-approaching deadline, public awareness remains limited. A recent survey of 1,000 adult vapers found that 62% expressed anxiety about the financial strain, while 68% noted existing pressure from broader living costs.
“Most vapers we surveyed had not even heard about the new vape tax coming in October,” said Guy Lawler, managing director of retailer Vapekit. “With the changes now just weeks away, affordability is becoming a real consideration for vapers across the UK.”
Rising prices could also drive consumers toward unregulated suppliers. The survey indicated that 48% of respondents would consider turning to untaxed, illicit channels to keep costs down, while others plan to reduce spending on hospitality and entertainment.
Public health advocates have also voiced concerns regarding smoking cessation. Lawler referenced a Cochrane Library review of 80 studies demonstrating that nicotine vapes outperform nicotine patches and gum for smoking cessation. According to Action on Smoking and Health (ASH), 2.5 million people have used vaping to quit combustible cigarettes over the past five years.
To enforce compliance and track legitimate inventory, HMRC will deploy a fiscal stamp scheme across retail distribution networks alongside the tax implementation.
