Ukraine Proposes Bill to Ban Vapes for Minors Under 17
Ukrainian lawmakers are pushing to radically overhaul youth nicotine regulations with the introduction of Bill №15196. Drafted by MP Heorhiy Mazurashu, the legislation aims to ban the sale and use of all smoking devices, including modern vapes and hookahs, for anyone under 17 to combat rising youth addiction rates.
As reported by FBC.net.ua, this move aligns Ukraine with European public health standards and has already garnered strong support from parent committees. The bill amends Article 13 of the primary healthcare law to close loopholes that previously allowed minors to legally access nicotine-free alternatives, which are often used as gateway products.
Under the new rules, the following products will be strictly prohibited for minors:
- Traditional cigarettes and rolling tobacco.
- Electronic cigarettes of all types and power levels.
- Heat-not-burn tobacco consumption systems.
- Hookahs and specialized hookah bowls.
- Nicotine-free herbal smoking blends.
- Flavored vape liquids.
The urgency of this legislation is underscored by alarming national statistics. Despite current regulations, vendors frequently bypass ID checks, making it incredibly easy for minors to acquire these products. Lawmakers note that social advertising and warning labels have largely failed to deter youth consumption, necessitating direct parliamentary intervention.

By modeling this legislation after the UK’s aggressive anti-tobacco framework, Ukraine hopes to dismantle the appeal of these devices. If successful, the government may introduce even stricter measures in the future to guarantee a safer, nicotine-free environment for the next generation.
