How UK Retailers Can Maximize Next-Gen Nicotine Sales Through Education

The UK’s next-generation nicotine market is experiencing explosive growth, but retailers must prioritize consumer education to capitalize on this shift. With nicotine pouch sales surging and complex new Vaping Duty laws approaching, well-trained staff are essential to guide transitioning smokers and secure long-term category profitability.

According to Scandinavian Tobacco Group (STG) UK, ensuring that retail staff are highly knowledgeable about the products they are selling is an absolute necessity. Because nicotine pouches are still a relatively new format for many consumers, the learning curve can be steep without proper guidance.

Prianka Jhingan, Head of Marketing at STG UK, emphasized that their representatives are actively training in-store staff members. This training focuses on understanding the nuances of different flavors and nicotine strengths, enabling staff to accurately match specific products to individual consumer need states.

The Klinsmann Partnership, the developer behind Bar Juice 5000 e-liquids and the SNÜ nicotine pouch range, argues that education will be the defining factor in the next phase of nicotine retail. They point to alarming recent data from Action on Smoking and Health (ASH), which reveals a significant knowledge gap among the public.

With 50% of smokers believing vaping is as harmful or more harmful than smoking, education stands as one of the most underutilized drivers of conversion. This is particularly true for smokers who have never attempted to use alternative nicotine products due to deeply ingrained misconceptions.

Furthermore, following the implementation of the disposable vape ban, consumer education has transformed into a critical survival tool for retailers. Many users still mistakenly refer to prefilled pod kits as “disposables,” highlighting a fundamental misunderstanding of the evolving product landscape.

Industry experts suggest that by prioritizing education and steering customers toward distinguishable, future-proof formats like nicotine salts, retailers can guide the category toward a much more stable and profitable future. Integrating e-liquids and pouches into an education-led strategy allows stores to drive basket spend while remaining competitive in a highly regulated market.

Imperial Brands UK strongly supports this education-first approach. Marketing Manager Andrew Malm notes that not every customer entering a store is an experienced vaper. Retailers who provide relevant, accurate advice help customers make informed purchasing decisions, which ultimately builds long-term trust and loyalty.

To assist with this, Imperial Brands offers the Ignite app, which provides retailers with bite-sized, one-minute updates on category trends, legislation, and product news. The platform also directs staff to relevant training opportunities and exclusive incentives designed to drive sales.

Navigating Bestselling Flavors and Consumer Trends

Staying ahead of trending flavors is essential for success in both the vape and nicotine pouch categories. While mint remains the predominant flavor in the pouch market, STG UK reports that fruity profiles are proving increasingly popular with modern consumers.

In response to this trend, STG UK recently announced a comprehensive rebrand of XQS, currently the sixth-biggest pouch brand in the UK. The updated packaging retains front-facing nicotine strength indicators but introduces a new flavor profile indicator on the side. This allows consumers to easily gauge whether a SKU is sweet, fresh, zesty, tangy, or icy.

Current bestsellers for the brand include Tropical and Black Cherry, alongside rising stars like Arctic Freeze and Strawberry Kiwi. Most of these flavors are offered at a moderate 8mg strength, specifically catered to regular nicotine users.

Imperial Brands’ Zone range also capitalizes on this demand, offering flavors such as Sweet Mint, Cool Mint, Watermelon Ice, Juicy Peach, and Berry Blast. According to Imperial’s EPoS data, products in the 9–12mg strength range account for 43.4% of the nicotine pouch market.

Flavor plays an equally vital role in the purchasing decisions of vape pod users. A recent VapeHub study revealed that fruit-flavored vapes are the top choice for 64% of users, followed by menthol and mint combinations. However, Imperial recently introduced a Creamy Tobacco flavor to its Blu bar kit to cater to older demographics and dual users who still crave tobacco-inspired profiles.

Elfbar highlights that restricting flavor choices—a potential outcome of the impending Tobacco and Vapes Bill—could severely disrupt established quitting behaviors. Their recent research in Scotland shows that 62% of adult vapers quitting smoking now use fruit and sweet flavors most often, up from just 34% in December 2024.

Eve Affairs, Director of Government Affairs for Elfbar in the UK, stressed that fruit and sweet flavors play a critical role in helping smokers quit for good, urging that the Tobacco and Vapes Bill must take an evidence-based approach to preserve access to these essential tools.

Preparing for the New Vaping Duty

Beyond consumer education, retailers must urgently educate themselves on impending legislative changes. Starting October 1, the law on vapes is changing drastically, requiring retailers to pay a Vaping Products Duty and comply with the government’s Vaping Duty Stamps Scheme.

The new duty rate is set at £2.20 per 10ml and applies universally to any bottle, cartridge, or pod containing vaping liquids. Crucially, this tax also applies to all nicotine-free variants.

Product ExampleOriginal Retail PriceAdded Vaping Duty (£2.20 per 10ml)New Total Price (From Oct 1)
2ml + 10ml Pod Kit£6.99£2.64£9.63
10ml E-liquid Bottle£3.99£2.20£6.19

Retailers have until April 1, 2027, to sell through all non-duty-liable stock. After this strict deadline, selling unstamped products will become entirely illegal.

Under the new scheme, all vaping products must feature highly secure Duty Stamps attached to the box or bottle packaging. These rectangular stamps (18mm by 42mm) will prove that the product is legal and will include a digital feature, such as a scannable QR code.

The penalties for non-compliance are severe. Retailers caught flouting the rules by selling duty-liable stock without paying the tax or displaying the required Duty Stamp face massive fines. In the most serious cases, offenders could face a prison sentence, and HMRC retains the power to seize any legitimate stock found alongside unstamped illicit goods.
