UK: Bristol Enacts 18-Month Moratorium on New Vape and Smoke Shops

The Bristol Zoning Commission unanimously approved an amendment Monday night to establish an 18-month moratorium on new vape and smoke shops. The ordinance takes effect on October 19, with the active restriction lasting from November 1, 2026, to May 1, 2028, according to city planner Robert Flanagan.

The amendment updates city zoning regulations by granting the commission explicit authority to enforce moratoriums and immediately applying that power to dedicated tobacco and vape storefronts. Gas stations and grocery stores selling tobacco as a secondary product remain exempt from the freeze.

Consultant Francisco Gomes of IMEG noted during the meeting that the action responds directly to community and municipal concerns over store proliferation:

“That’s been expressed by the police department, by the mayor, and you have an ordinance that will now be taking place in effect… through land use and through zoning, we also have authority to regulate the establishment of these businesses.”

Mayor Ellen Zoppo-Sassu supported the 18-month timeframe, citing recent state law updates and past enforcement operations that exposed compliance violations in several local shops. The pause allows the city to evaluate its retail landscape and coordinate health and substance misuse resources.

“What we’re looking for are people who commit to doing business here in Bristol but doing it according to the letter of the law,” Mayor Zoppo-Sassu stated.
