Moldova Toughens Cigarette Warnings and E-Cigarette Labeling Rules

Moldova’s Ministry of Health has drafted a bill to make health warnings on cigarette packs more prominent and establish strict packaging requirements for e-cigarettes, news agency IPN reported. The draft law, scheduled for its first reading in Parliament, aligns national regulations with European Union standards.

Under the proposal, brand names and trademarks cannot obscure or reduce the visibility of health warnings. These warnings must remain visible after opening the pack, and cylindrical containers must feature warnings spaced at equal intervals.

Stricter Display Rules and New Graphic Warnings

The legislation introduces four new written warnings for smoking tobacco products:

“Smoking causes mouth and throat cancer”
“Smoking can kill your unborn child”
“Your smoke harms children, your family and your friends”
“Quit smoking — stay alive for your loved ones”

The government will also approve an updated gallery of graphic images to accompany these warnings on all outer packaging.

New Ingredient and Nicotine Disclosures for E-Cigarettes

The draft law sets specific mandates for electronic cigarettes. Packaging must include a full list of ingredients, information regarding flavorings, and the exact quantity of nicotine released per dose. Additionally, the market placement of tobacco products containing additives that increase toxicity or addiction may be prohibited.

The Ministry of Health stated that the measure removes ambiguities for manufacturers and importers to ensure uniform compliance. Most provisions will take effect on the day Moldova enters the European Union.
