Indonesia: Denpasar Updates Smoke-Free Bylaw to Tighten Vape Rules
The Denpasar City Government has initiated revisions to its 2013 Smoke-Free Zone (KTR) regional regulation to establish clear restrictions on electronic cigarettes. Announced on October 19, this policy shift addresses modern nicotine consumption patterns and closes regulatory gaps surrounding vape retail and product promotion.
Modernizing the 2013 Smoke-Free Framework
Denpasar Vice Mayor Kadek Agus Arya Wibawa explained that the original 2013 bylaw focused strictly on conventional combustible tobacco products. Because market alternatives have expanded rapidly over the past decade, local statutes require direct updates.
“In the past, there was only conventional tobacco. Now, electronic cigarettes exist. That is what we are going to sharpen,” Arya Wibawa said during an address in Denpasar.
Targeting Vape Retail Outlets and Advertising
Detailed technical rules will be codified in an upcoming Mayoral Regulation (Perwali). This executive measure will establish specific guidelines for commercial shops that distribute electronic smoking devices and e-liquids.
City officials noted that the distinct marketing tactics used for electronic cigarettes require dedicated regulatory oversight. Because modern vape promotions differ from conventional tobacco marketing, municipal authorities intend to implement tailored limits on retail visibility and advertising.
Evaluating Public Health Impacts
Prior to finalizing the decree, the city administration plans to review formal health data regarding e-cigarette use alongside public medical authorities.
“Regarding its use from a health study perspective, we will confirm first with the Health Agency,” Arya Wibawa stated.
The revisions will update Denpasar’s public health framework to reflect current market realities, setting up binding operational limits for vape retailers under the forthcoming mayoral decree.
