Malaysia Kelantan Enforced Vape Sales Ban Since 2015

Kelantan state in Malaysia has banned vape sales since 2015, issuing no new licenses due to health concerns; enforcement continues against illicit sales.

The Kelantan state government in Malaysia has prohibited the sale of electronic cigarettes or vapes in all business premises since 2015, with no new licenses issued for the past decade. State Local Government, Housing, Health, and Environment Committee Chairman, Hilmi Abdullah, confirmed the long-standing ban.

Decade-Long Ban Due to Health Risks; Enforcement Ongoing

Hilmi Abdullah stated that an awareness campaign regarding the dangers of e-cigarettes, “Kempen IKBAR,” began as early as 2012, followed by a two-year “cooling-off” period for traders before the full ban took effect in 2015. “This decision was made because these substances pose a major threat to users,” he said, emphasizing the health risks.

Despite the ban, some premises reportedly still sell vape flavors illegally, often disguised under other business activities or through online sales. Authorities are conducting comprehensive efforts to curb these sales, involving various enforcement agencies including the Royal Malaysian Customs Department (JKDM), National Anti-Drugs Agency (AADK), and the Ministry of Health Malaysia (KKM). This year alone, 16 premises were raided in 10 operations across Kelantan, while last year saw 40 operations and 67 raids. Abdullah expressed hope for stricter enforcement with the full implementation of the Control of Smoking Products for Public Health Act 2024 from October. This comes amid calls from consumer groups like the Consumers’ Association of Penang (CAP) for other states to follow suit, citing concerns of vaping among children as young as eight.
