Russia to Ban Online Vape Sales and Non-Nicotine E-Cigs in June 2026
The Russian government has announced sweeping new regulations on vapes and e-cigarettes set to take effect in June 2026. Aimed primarily at curbing underage access, the legislation eliminates previous regulatory loopholes by banning online sales and extending restrictions to non-nicotine products.
Under the new law, all vaping products must be sold exclusively in physical, stationary retail stores. To prevent anonymous purchases by minors, sales are strictly prohibited via:
- Online shops and delivery services
- Fairs, open markets, and exhibitions
- Vending machines
Additionally, the law closes a major regulatory loophole by banning the sale of non-nicotine electronic cigarettes, which sellers previously used to bypass age restrictions. Violators of these new rules, including both individual clerks and business owners, will face steep fines.
