Russian Government Rejects Proposed Vape Sales Ban
The Russian government has once again declined to support a bill that would prohibit the sale of vapes and e-liquids in the country. The proposed legislation aimed to introduce a nationwide ban on the wholesale and retail trade of nicotine or its derivatives, including nicotine salts, as well as specialized e-liquids and devices for their consumption.
In its review, the government noted that this issue had been previously considered by the cabinet of ministers in January of this year. The document further stated that the comments outlined in the earlier conclusion remain relevant to the new bill, indicating that the government’s position on the matter has not changed.
Despite the State Duma’s intentions to adopt a bill banning the sale of vapes and e-liquids in Russia during the spring session, the government’s stance suggests that such a move is unlikely to gain traction in the near future.
The Russian Ministry of Health has estimated that employee smoking costs Russian companies a staggering 443 billion rubles, with chronic diseases consuming approximately 4% of the country’s GDP, primarily due to the early mortality of working-age individuals.
As the debate surrounding the regulation of vaping products continues, it remains to be seen how the Russian government will balance public health concerns with the interests of the vaping industry and adult consumers.
