Singapore Passes Strict Anti-Vaping Law with 20-Year Jail Terms
Singapore has enacted the new Tobacco and Vaporizers Control Act, imposing severe penalties for vaping offenses. The law introduces jail terms of up to 20 years for involving minors in the trade of illicit vape products like “Kpods” and significantly raises fines for users, sellers, and smugglers.
Singapore has dramatically escalated its war on vaping with the passage of the Tobacco and Vaporizers Control Act on March 6. This new legislation replaces previous controls and introduces some of the harshest anti-vaping penalties in the world. The government’s clear intent is to crush the illegal vape market and protect youth from emerging, dangerous product variants.
The law specifically targets “Kpods”—vaping devices often laced with the anesthetic drug etomidate. The penalties for adults involving minors or vulnerable individuals in the smuggling or supply of these devices are severe: offenders now face up to 20 years in prison and 15 strokes of the cane. Even mere possession of a Kpod by an adult who fails to prevent a minor from using it can result in a 10-year jail sentence.
Financial penalties have also skyrocketed across the board:
- Users: Fines have increased fivefold, now reaching up to SGD$10,000 (approx. US$7,800).
- Sellers: Fines have jumped 20-fold to a maximum of SGD$200,000, plus up to six years in prison.
- Smugglers: Offenders face fines up to SGD$300,000 and jail terms of up to nine years.
The crackdown extends to entertainment venues. Clubs and bars are now legally required to stop patrons from vaping. They have the authority to eject customers who refuse to comply or discard their devices.
This legislative overhaul comes in response to the persistence of vaping in Singapore despite a ban since 2018, and alarming reports of seizures and psychotic episodes linked to etomidate-laced vapes. To close regulatory loopholes, the new law also expands the definition of “tobacco products” to include any substance producing nicotine-like effects, preemptively blocking industry attempts to bypass rules with synthetic alternatives.
