Macau Targets Vaping in New Tobacco Crackdown Bill

Macau is set to implement stricter anti-vaping laws by 2027, including fines for public use and standardized packaging. Health officials aim to curb youth access, citing rising usage rates among adolescents despite a general decline in traditional smoking.

Macau is preparing to tighten its grip on the vaping industry with a new legislative crackdown scheduled for 2027. The proposed bill targets e-cigarette usage in public spaces, imposing a fine of MOP1,500 (approximately US$186) on violators. This move represents the latest step in the region’s ongoing effort to align its public health policies with global standards.

According to Lam Chong, an official from the Health Bureau’s office on alcohol and smoking prevention, the primary goal of this legislation is to discourage youth access to vaping products. “The damage it causes is not less than tobacco consumption in the traditional way,” Lam stated during a press conference. He highlighted that the variety of flavors available in e-cigarettes makes them particularly appealing to the younger market, often serving as a gateway to traditional tobacco use once nicotine tolerance develops.

Shifting Demographics and Usage Rates

Official data paints a mixed picture of nicotine consumption in Macau. While the overall smoking rate has dropped significantly—falling from 16.6% in 2011 to 11.2% in 2025—youth vaping trends are moving in the opposite direction. Among adolescents aged 13 to 15, the rate of traditional smoking declined to 3.8% in 2021. However, e-cigarette usage in the same age group rose from 2.6% in 2015 to 4% in 2021.

Legislative Evolution and New Measures

Macau has a history of progressively stricter tobacco control. The existing law, enforced in 2012, banned smoking in most public venues and restricted sales and advertising. Subsequent amendments in 2018 and 2022 expanded non-smoking zones to bus stops and extended prohibitions to the import, production, and circulation of e-cigarettes.

The new bill introduces several key enforcement and packaging changes:

  • Enhanced Enforcement Tools: Law enforcement officers will be equipped with portable video recorders to gather evidence during conflicts. Officers must provide verbal notification before activating these devices.
  • Streamlined Inspection Squads: The size of inspection teams will be reduced from 3-4 officers to just two per assignment.
  • Packaging Standardization: The legislation mandates standardized packaging, regulating background color, font size, and trademark placement. Crucially, the health risk warning area on packaging will increase from 50% to 85%, aligning with World Health Organization (WHO) recommendations. A one-year grace period will be allowed for this transition.
