The UK’s tobacco, vape, and next-generation product sector has weathered a year of seismic shifts. The implementation of the disposable vape ban has reshaped consumer habits and retailer strategies alike, creating a landscape defined by adaptation and new opportunities. As the dust settles, clear trends are emerging that point towards a future dominated by reusability, value, and alternative nicotine delivery systems. For retailers, understanding these drivers and effectively educating consumers is now more critical than ever. This guide explores the current state of the market, future projections, and how businesses can best position themselves for success.
Current Market Trends: The Rise of Reusability and High Puff Counts
The legislative crackdown on single-use disposables has been the primary catalyst for change. While the overall value of the vaping category has seen some decline due to the lower price point of reusable components compared to constant disposable purchases, volume is growing as consumers transition to more sustainable options.
Angelo Yang, Associate General Manager at ELFBAR UK, notes that this shift is being driven by the sale of refill pods and containers. “The vaping category is mature,” Yang explains. “As consumers transition from single-use to reusable devices… customers are gravitating towards having to buy products that will last them longer.”
This appetite for longevity and convenience has fueled a surge in high puff count devices. Products like the LOST MARY BM6000 are exemplifying this trend, showing a sustained growth of 31% over a recent 13-week period. These devices offer the extended use consumers crave without the waste of traditional disposables.
Laura Cope, Head of Marketing at Aquavape, agrees that the market is becoming increasingly value-led. “The market is continuing to move towards products that offer better long-term value and familiarity,” she says. Closed pod systems and big puff devices with strong brand recognition and flavor consistency are performing well. Additionally, there is a notable shift towards refillable open-system kits, appealing to users seeking a more personalized vaping experience.
Beyond vaping, nicotine pouches are identified as a key growth area, particularly in urban centers. This segment is expanding rapidly as consumers look for discreet, tobacco-free alternatives.

Looking ahead, industry leaders see a continuation and acceleration of current trends. The market is expected to settle into a pattern where refill pods, nicotine pouches, and e-liquids dominate.
“We expect continued growth across refill pods, nicotine pouches, and e-liquids,” predicts Cope. She cites data indicating that 85% of vapers are now buying refill pods, and awareness of nicotine pouches has reached 56% in 2025. Single pods are likely to lead the market, closely followed by big puff formats. Refillable open-system pod kits, especially user-friendly ones with built-in coils, are also set to remain popular.
A significant future disruptor will be the introduction of Vape Duty in October 2026. Cope anticipates this will shift growth further towards more affordable formats like single pods, e-liquids, and nicotine pouches that may avoid some of the additional tax burdens associated with larger or pre-filled devices.
Prianka Jhingan, Head of Marketing at Scandinavian Tobacco Group UK (STG), is particularly bullish on the nicotine pouch category. “The nicotine pouch category will only keep growing in both size and significance,” she asserts, advising retailers to stock the right brands to maximize sales and profits.
Supporting Retailers Through Change
With the regulatory landscape in flux, suppliers are stepping up to provide crucial support to retailers. This assistance ranges from educational materials to in-store training.
ELFBAR has focused on helping retailers navigate compliance and consumer transition. “We issued a two-page guide to coincide with the single-use vapes ban, enabling retailers to answer customer FAQs and advise adult smokers and vapers on transitioning to reusable products,” says Yang. They also provide point-of-sale materials to highlight reusable alternatives and have sales teams offering on-the-ground support.
STG emphasizes staff training. “Our STG reps will train staff members in-store on what each of our products means to the consumer,” explains Jhingan. This includes educating staff on different tobacco blends for cigars and the various strengths and flavors of nicotine pouches to better match consumer needs.
Aquavape is taking a proactive approach to the upcoming Vape Duty. “We’re already ahead of it,” says Cope. “All of our eligible products will have the duty stamp applied, so our customers don’t have to worry about getting caught out.” They also provide a Vape Guide and newsletters to keep retailers updated on potential legislation regarding packaging and displays.

Yang highlights a concerning statistic: “Our last survey of 6,000 UK adult smokers and vapers found that 51% mistakenly believe that vaping is as, or more, harmful than smoking tobacco.” This aligns with ASH’s 2025 report and poses a risk to smoking cessation efforts. Retailers play a vital role in correcting these misperceptions.
There is also confusion regarding the cost and availability of refills for reusable devices. Retailers can combat this by demonstrating the value proposition of refill pods and containers compared to constantly buying new devices.
Legality is another area of uncertainty. “A lot of the questions we hear are still about what’s legal and what’s not,” notes Cope. Consumers often struggle to distinguish between compliant products (like 2ml pods with 10ml refills) and illegal lookalikes. Retailers need to be equipped to explain these differences clearly.
Merchandising for Success: Visibility and Categorization
Effective merchandising is key to capitalizing on the category’s potential. Jhingan advises maximizing visibility for newer segments like nicotine pouches. “It is best suited in multiple locations due to it still being a newer product… We currently offer a number of different display solutions to accommodate different sized stores.”
Cope suggests a format-led approach to shelving. “Start by grouping products by format, not brand. This makes it easier for staff and customers to understand how each system works.” She recommends placing single pod kits alongside their compatible refill pods and highlighting top fruit flavors to encourage trial. Big puff formats should be clearly segmented into multi-pod kits and refill systems, with compatible refills displayed adjacently.
By staying informed, educating staff, and strategically merchandising, retailers can navigate the evolving landscape and continue to drive growth in the tobacco, vape, and next-generation category.
