Andorra to Tighten Tobacco Advertising and Product Regulations in October
The Government of Andorra will introduce a bill in October to tighten regulations on tobacco advertising and product composition. Health Minister Helena Mas confirmed the legislation responds to declining cigarette use and rising concerns over youth vaping, though the state has ruled out a generational tobacco ban.
Addressing Youth Vaping and Industry Shifts
Mas warned that while traditional smoking is falling, the use of nicotine-delivery devices among young people is rising. Raül Calvo, president of the Andorran Tobacco Importers Association, acknowledged the industry must adapt. Calvo argued that smoking reduction should rely on education rather than bans, but agreed Andorra must not become a “sanctuary” for tobacco users fleeing restrictions in neighboring countries.
Transitioning Tobacco Agriculture
The reform also impacts Andorra’s agricultural sector. Environment Minister Guillem Casal stated the government is studying alternatives for tobacco fields. One proposal involves converting the land into pasture to support the local livestock sector and boost “Carne d’Andorra” meat production. The government is also open to developing regulated crops like cannabis for specific purposes to assist farmers during this transition.
