Azerbaijan Moves to Ban E-Cigarettes from Civil Circulation
Azerbaijan’s parliament has advanced legislation to add electronic cigarettes and their components to the nation’s list of items withdrawn from civil circulation. The Milli Majlis Committee on Agrarian Policy approved the harmonizing bill during a videoconference meeting, bringing civil codes in line with the country’s total ban on vapes.
The legislative shift follows Law No. 338-VIIQD, enacted on December 30, 2025. This statute amended the Tax Code and existing laws on tobacco, advertising, and tobacco restrictions to completely outlaw the import, export, production, storage, sale, and use of electronic cigarettes.
This latest amendment ensures the Law “On the List of Items Prohibited from Civil Circulation” reflects those restrictions. The committee voted to pass the bill in its first reading, signaling rapid progress toward full implementation.
