Crystal, Minnesota Proposes $25 Vape & $20 Nicotine Pouch Minimum Prices
The Crystal City Council met for a study session on July 9 to discuss establishing strict pricing minimums for tobacco and nicotine products. This regulatory move targets the rising popularity of electronic vapes and nicotine pouches among youth by raising the financial barrier to purchase.
Under the proposed framework, cigarettes and chewing tobacco would face a $15 per package minimum, matching an ordinance that took effect in Columbia Heights on July 1. Additionally, Crystal plans to ban all flavored tobacco products, including flavored cigarettes and candy-flavored vapes.
The council is focusing heavily on newer nicotine delivery systems. Nicotine pouches, which users can consume discretely without vapor or smoke, are a primary concern for public health advocates. “If you’re concerned about vapes, you should also be concerned about Zyn,” warned Jackie Siewert, principal planning analyst for Hennepin County’s Substance Use Prevention program.

Council Member Forest Eidbo voiced strong support for the highest possible pricing on vapes. The proposed pricing and flavor bans are expected to go into effect in summer 2027, pending official approval and a formal council vote at a regular meeting.
