Azerbaijan Enacts Total Vape Ban and Public Fines Starting April 1
Starting April 1, Azerbaijan is enforcing a complete ban on the import, sale, and use of electronic cigarettes. Alongside this total market prohibition, authorities are rolling out strict 30-manat fines for anyone caught vaping in a wide array of public spaces.
What does this mean for vapers and businesses in the region? A complete market wipeout. Recent amendments to the national Law “On Tobacco and Tobacco Products” dictate a sweeping regulatory crackdown. The production, storage, import, export, and both wholesale and retail sales of e-cigarettes are now entirely illegal. The era of legal vaping in the country has abruptly ended.
The legislation goes much further than simply shutting down supply chains. It directly targets the end consumer. Under the newly updated Code of Administrative Offences, individuals face an immediate 30-manat penalty for using vaping devices in restricted zones.
Where exactly will these penalties be enforced? The restriction covers virtually all shared and public environments. Authorities will issue fines in the following locations:
- Transit Networks: All public transport (metros, buses, taxis), as well as airports, railway stations, and bus stops.
- Hospitality & Retail: Restaurants, cafes, bars, hotels, and all retail facilities.
- Institutions: Educational campuses, medical facilities, and social service centers.
- Public & Cultural Spaces: Playgrounds, pedestrian crossings, theaters, museums, and sports arenas.
- Workplaces: Any commercial enterprise or organizational building, regardless of private or public ownership.
The message from the government is unambiguous. By criminalizing the entire supply chain and heavily penalizing public use, Azerbaijan is aggressively removing nicotine vaping products from its society.
