German Customs Busts €33M Chinese Vape Smuggling Ring

German customs investigators in Essen, operating under the Central and Contact Point for the Prosecution of Organized Crime in North Rhine-Westphalia (ZeOS NRW), have dismantled an international smuggling ring. The syndicate systematically imported and distributed over 7.6 million illicit disposable nicotine vapes from China between January 2024 and March 2025, evading approximately €33.3 million in tobacco taxes.

How the International Smuggling Pipeline Operated

The investigation centers on 23 suspects split across two distinct operations. In China, four employees of an e-cigarette manufacturer established distribution pipelines to export vapes to Germany, funneling black-market profits back through shell companies and foreign accounts.

In Germany, 19 network members handled logistics and storage. They distributed untaxed vapes across major metropolitan hubs, including Cologne, the northern Ruhr area, Frankfurt am Main, Stuttgart, and Koblenz. The commercial value of these untaxed devices reached approximately €11 million.

Raids, Seizures, and Asset Recovery

A coordinated multi-agency raid—supported by regional police, customs offices, and the European Anti-Fraud Office (OLAF)—led to the execution of 13 arrest warrants. During the searches, officers confiscated over 100 pallets containing roughly 600,000 illegal vapes, representing an immediate tax loss of €4 million.

Asset recovery teams seized high-value property valued at over €2.25 million, including:

Real Estate and Vehicles: Four properties and one luxury vehicle.
Valuables and Cash: Luxury watches, gold jewelry, gold bars, and cash reserves.
Financial Assets: 37 frozen bank accounts with balances pending assessment.

Legal Consequences Under the German Fiscal Code

The 23 suspects face charges of commercial, gang-based tax evasion and gang-based tax fraud. Under Sections 370 and 374 of the German Fiscal Code (Abgabenordnung), these charges carry prison sentences ranging from six months to ten years. The suspects are presumed innocent until proven guilty in a court of law.
