Greece Mandates Digital Registry for Vape and Tobacco Sales
The Greek Ministries of Health and Digital Governance have mandated a real-time digital registry for all alcohol, tobacco, and vape retailers. Driven by an urgent need to curb underage access, this unprecedented move forces tens of thousands of businesses to digitize their compliance or face immediate suspension of operations.
The initiative, operating primarily through alto.gov.gr and events.gov.gr, marks a rapid transition from a fragmented retail market to a fully mapped, digitally monitored system. Officials report that over 88,600 points of sale—ranging from mini-markets and kiosks to bars and liquor stores—have already registered.
The new framework establishes a rigorous operational protocol for all obliged parties:
- Mandatory Enrollment: Businesses must access the registry via Taxisnet and declare specific information for every single establishment or branch.
- Automated Verification: Company data and Business Activity Codes (KADs) are automatically cross-referenced with the Independent Authority for Public Revenue (AADE) to ensure tax consistency.
- QR Code Issuance: Upon successful registration, the system generates a digital certificate featuring a QR code, which must be available for instant verification during state inspections.
Published on March 3, 2026, the joint ministerial decision gives businesses a strict compliance window. All relevant retailers must be fully registered by April 16, 2026.
Failing to enroll prohibits a business from legally selling any regulated goods. Violators face escalating administrative sanctions, hefty fines, and potential criminal liability, particularly if the breach involves the unlawful sale of products to minors.
Authorities emphasized that the explicit inclusion of vaping products alongside traditional tobacco and alcohol directly responds to evolving youth consumption patterns. By bringing all three categories under a single, interoperable regulatory structure, the Greek government aims to eliminate loopholes, target inspections more effectively, and ensure continuous digital monitoring of the market.
