Kyrgyzstan Excise Tax Revenues Reach 11 Billion Soms in H1 2026 with Tobacco Leading
The Ministry of Finance of Kyrgyzstan has confirmed that the state budget generated 10.957 billion soms in excise tax revenues from January to June 2026. This fiscal outcome was driven primarily by tobacco products, which yielded more revenue than alcohol, petroleum, or sugary drinks individually.
Domestic production accounted for only 2.8 billion soms of the total excise revenue. The majority of collections, totaling 7.6 billion soms (68.7%), came from goods imported from EAEU member countries, while imports from non-EAEU nations contributed 544.1 million soms.
A breakdown of the highest-yielding specific commodities during this six-month period highlights the fiscal reliance on tobacco and alcohol:

The newly applied excise tax on all sugar-sweetened beverages, which took effect at the start of 2026, has quickly become a major revenue source, bringing in 1.5 billion soms and matching the revenue generated by the gasoline sector.
