Indonesia: North Sumatra to Turn Civil Servant Vape Ban Into Regional Law

The North Sumatra Provincial Government has initiated plans to codify its current civil servant vape ban into a binding regional regulation (Perda). This legal escalation follows Gubernatorial Instruction No. 188.54/3/INST/2026, which prohibits all state civil servants (ASN), contract employees (PPPK), and regional enterprise (BUMD) staff from using electronic cigarettes at work.

Mulyono, Head of the North Sumatra National Unity and Politics Agency (Kesbangpol), stated on July 29, 2026, that the regional parliament (DPRD) supports the policy upgrade. While the ban currently targets government workers, the general public is only under an advisory warning.

The primary driver behind the regulation is drug prevention. Authorities warn that bad actors increasingly use e-cigarettes to conceal and distribute liquid narcotics. While not all vapes contain illicit substances, officials emphasize that preventive action is necessary to protect public sector workers.

To enforce the policy, the province established an Integrated Drug Handling Team comprising the National Narcotics Agency (BNN) and the regional police. This coalition operates on three fronts:

  • Prevention: Education and strict workplace policies.
  • Prosecution: Joint raids and legal action against drug distributors.
  • Rehabilitation: Immediate medical and psychological support for users.

Tatar Nugroho, Head of BNN North Sumatra, praised the initiative, noting that securing the government’s internal workforce sets a clear example for the wider public as drug syndicates adopt modern packaging.
