Malaysia: Perak to Stop Renewing Vape Shop Licenses from 2026

The Malaysian state of Perak will stop issuing new licenses and cease renewing existing licenses for the sale of vapes and electronic cigarettes starting January 2026. Perak Health Committee Chairman A. Sivanesan announced that the state executive council has agreed to this move to protect public health, particularly that of young people.

Sivanesan clarified that retailers can still renew their one-year licenses with local councils throughout the current year, and existing license holders may continue to operate until their current license expires. “But once their licence expires, there will be no more renewals,” he stated at a press conference on Wednesday (Oct 1).

This decision is driven by a significant increase in vape use in the state, which rose from 53,086 users in 2019 to 69,788 in 2023. Among youths aged 13 to 17, vape use (10.5%) is higher than conventional smoking (6.2%). Authorities also noted a rise in cases of drugs like syabu, ganja, and psilocybin being mixed with vape liquids, with 31 such cases reported between January and July of this year alone. Perak now joins several other Malaysian states, including Johor, Kedah, Terengganu, and Perlis, in placing restrictions on vape sales.
