New Zealand Smoking Rates Drop Fivefold with Vaping Policy
Public health experts have confirmed that New Zealand’s adult smoking rates are falling at a record pace due to the integration of smoke-free alternatives. Published in The Lancet Regional Health, the study shows a sharp acceleration in smoking cessation beginning in 2018, coinciding with the rise of vaping and supportive government guidelines.
The research team, led by University of Auckland professors emeritus Robert Beaglehole and Ruth Bonita, alongside health advisor Ben Youdan, analyzed New Zealand’s tobacco control data over the past two decades. Beaglehole is a former director of the World Health Organization (WHO) tobacco control department.
The researchers compared the periods before and after the widespread adoption of vaping to measure the impact of tobacco harm reduction policies:

The study notes that if pre-2018 trends had continued, New Zealand would have missed its “Smokefree 2025” target by several decades. The introduction of vaping as a cessation tool broke the plateau, helping to lower the remaining smoking population to under 7%.
The authors emphasized that nicotine itself is not the cause of smoking-related illnesses. Instead, the primary harm comes from combustible tobacco. By focusing policy on reducing exposure to smoke rather than nicotine, New Zealand achieved unprecedented cessation rates, particularly among vulnerable groups.
Smoking rates among the indigenous Maori population halved during the six-year study period. The authors concluded that sustaining this progress requires targeted, equity-focused interventions and a regulatory framework that treats nicotine products in proportion to their actual risk profiles.
