Nicotine Pouches Aid Smoking Cessation, UK Study Says
A University College London study has linked nicotine pouches to higher smoking cessation rates among non-vapers. The findings arrive as Canadian Health Minister Marjorie Michel firmly rejected requests to ease federal regulations that restrict nicotine pouch sales exclusively to pharmacy counters.
The preprint research, authored by Dr. Sarah Jackson and published on medRxiv, examined survey data from 7,995 British adults attempting to stop smoking between June 2021 and July 2026. While the broad link across all demographics remained uncertain after adjustments, pouches provided measurable assistance to individuals without access to other cessation tools.
“If causal, this suggests a potential role for pouches among people not already using an established cessation aid,” the researchers noted.
| Demographic Group | Pouch Use Rate (2021) | Pouch Use Rate (2026) |
|---|---|---|
| All Adult Quitters | 2.4% | 6.7% |
| Young Adults (Ages 18–24) | 2.2% | 18.9% |
Swedish Precedent Highlights Harm-Reduction Trends
Sweden presents real-world data on oral nicotine adoption. A 2026 report from the Swedish Council for Information on Alcohol and Other Drugs documented that daily smoking among residents aged 17 to 84 dropped to roughly 5% in 2025. Concurrently, 19% of adults used snus or nicotine pouches daily, driving a continuous drop in smoking rates recorded since 2003.
Ottawa Rejects Calls to Ease Pharmacy-Only Mandate
In Canada, an August 2024 ministerial order limits legal nicotine pouches to behind-the-counter pharmacy sales and restricts flavors to mint and menthol. Imperial Tobacco’s Zonnic remains the sole federally authorized brand. However, illicit pouches continue to circulate widely in convenience stores, gas stations, and online storefronts.
Provincial leaders have pushed back. Alberta Premier Danielle Smith and Service Alberta Minister Dale Nally urged Prime Minister Mark Carney to reconsider the policy, writing: “When a regulated alternative is more difficult to access than cigarettes, it sends the wrong signal and complicates efforts by adults working to lessen their dependence.”
Minister Michel dismissed any policy revisions on September 22, telling reporters, “That’s not something I’m considering.”
