Indonesia: North Sumatra Prepares Regional Law to Ban Vapes

The North Sumatra Provincial Government (Pemprov Sumut) is preparing a regional regulation (Perda) to ban electronic cigarettes, upgrading a policy that currently restricts government employees. This regulatory shift aims to prevent vapes from being used as a medium for drug abuse across the province.

Mulyono, Head of the North Sumatra National Unity and Politics Agency (Kesbangpol), announced the plan during a talk show on July 29, 2026. He noted that the regional parliament (DPRD) supports the initiative to turn the existing gubernatorial instruction into a broader law.

The initial ban targeted State Civil Apparatus (ASN), government contract workers (PPPK), and regional state-owned enterprise (BUMD) staff. While not all e-cigarettes contain illegal substances, provincial leaders view the devices as a high-risk gateway for narcotics.

To support the upcoming law, Pemprov Sumut has established an Integrated Drug Handling Team. This coalition includes the National Narcotics Agency (BNN) and the North Sumatra Regional Police (Polda Sumut).

The task force operates on a three-pronged approach: prevention, dealer prosecution, and user rehabilitation. Joint raids are already targeting suspected drug distribution points. Individuals who test positive are assessed by the BNN; dealers face criminal prosecution, while users are directed to rehabilitation centers.
