Russia Moves to Ban Cigarette and Vape Sales at Bus Stops

The Russian government commission on legislative activity has supported an initiative to ban the sale of cigarettes and vapes at public transport stops. The proposal, introduced by the Duma of the Khabarovsk Krai, aims to extend existing prohibitions on tobacco and nicotine sales, which already cover public transport vehicles and major transit hubs like train stations and airports.

Proponents argue that banning sales at bus stops is a “logical continuation of a systematic approach” to reducing the negative impact and consumption of tobacco. The bill gained support from key ministries, including Health, Transport, and Internal Affairs, as well as the consumer rights watchdog Rospotrebnadzor, overcoming initial opposition from several economic ministries.

The government’s official review included one key remark: an exception should be made for kiosks at bus stops that are the *only* point of sale for tobacco and nicotine products in a particular settlement. The bill will be finalized with this consideration. If passed, the new restrictions are expected to take effect on March 1, 2026. Experts suggest the ban will likely shift demand to larger retail chains and specialized tobacco shops while reducing impulse purchases.
