Russia Bans Tobacco & Vape Sales at Public Transit Stops
Russia has prohibited the retail sale of tobacco and nicotine-containing products at public transit stops. The restriction covers cigarettes, hookahs, and electronic vaporizers across all urban and suburban transit networks.
The measure applies to all standard retail kiosks. A single exemption exists for isolated rural settlements where a transit stop kiosk is the sole retail venue available to residents.
Violations carry strict administrative penalties based on the offender’s legal status:
- Individuals: 10,000 to 20,000 rubles.
- Officials and Sole Proprietors: 30,000 to 50,000 rubles.
- Legal Entities: 90,000 to 120,000 rubles.
Industry representatives noted that business owners must immediately verify the legal status of their retail locations. As a retail representative told RIA Novosti, “Selling in violation of the new requirements carries administrative liability.”
