Turkey Considers Lifetime Tobacco and Vape Ban for Those Born After 2000

Turkey Cigarette Ban, Tobacco Sales Prohibition

The Turkish Ministry of Health has submitted draft legislation to the Grand National Assembly of Turkey (TBMM) aiming to phase out commercial tobacco access. Under the proposed “Tobacco Endgame” strategy, individuals born after a designated cutoff date will face a permanent, lifetime prohibition on purchasing any tobacco or nicotine products.

The legislative package extends beyond traditional combustible cigarettes. It directly targets electronic cigarettes, flavored e-liquids, heated tobacco devices, and disposable “puffs.” Retailers caught selling to restricted individuals risk immediate administrative penalties and the revocation of their commercial licenses.

Public health experts have rallied behind the measure. Professor Dr. Mustafa Necmi İlhan, a member of the Green Crescent Scientific Board, reported that the average initiation age for tobacco in Turkey has fallen to 16.

“Approximately 100,000 people die each year in Turkey due to tobacco use and related causes,” stated Professor İlhan, adding that electronic cigarettes and heated devices “can perpetuate nicotine addiction and contain substances harmful to health.”

Alongside the sales prohibition, the bill introduces additional regulatory controls:

  • Standardized Packaging: Mandatory plain packaging with brand logos removed and uniform health warnings added.
  • Outdoor Smoking Bans: Prohibitions extended to public transit stops, sports facilities, children’s parks, and hospital grounds.
  • Digital Ad Restrictions: Direct prohibitions on influencer marketing and indirect online tobacco promotion.

While health advocates describe the draft as a vital step to protect public health, tobacco industry groups claim total bans could encourage illicit black-market trade, advocating instead for digital age-verification systems at retail counters.
