UK Campaign ’20 Is Plenty’ Pushes for 20mg Cap on Nicotine Pouches
A new campaign group, ‘20 Is Plenty‘, has launched in the UK to advocate for balanced and sensible regulation of nicotine pouches. The initiative is urging the government to introduce a 20mg maximum strength cap per pouch, describing it as a practical, evidence-based measure to protect public health without restricting adult access to these smoking and vaping alternatives.
The campaign comes as the nicotine pouch category experiences rapid growth, with UK retail sales approaching £182 million and volumes up 65% year-on-year. However, this popularity has brought increased scrutiny. Campaigners warn that unregulated “super-strength” pouches, some tested at over 50mg, are widely available online and pose health risks like nicotine poisoning and dependency. The British Standards Institution has already recommended a 20mg maximum strength, a limit the ’20 Is Plenty’ campaign supports as a sensible safeguard.
Concerns have also been raised about the products’ appeal to children, with warnings from the Chartered Trading Standards Institute about prominent in-store promotions and packaging that mimics sweets. Supporters of the ’20 Is Plenty’ initiative, which includes advocacy groups like The Snus & Nicotine Pouch Users Association and We Vape, argue that a 20mg cap, combined with strict age verification, is the right approach. They believe it protects children while ensuring the products remain an effective, less harmful choice for adult smokers looking to quit. Surveys show over half of current pouch users started them as a way to stop smoking or vaping.
The campaign’s launch coincides with the UK’s Tobacco and Vapes Bill entering the committee stage, which is set to introduce new restrictions on nicotine product content, branding, and advertising.
