Ukraine Postpones Digital e-Excise Rollout to July 2027
The Ukrainian parliament has voted to postpone the national rollout of its digital excise tax tracking system, e-Excise, to July 1, 2027. Lawmakers approved Bill No. 15532 on October 13, marking the second official delay for the program as businesses navigate energy grid instability and communication failures caused by ongoing wartime conditions.
The e-Excise system will track excisable goods—specifically alcohol, tobacco products, and liquids for electronic cigarettes—across the entire supply chain, from manufacturers and importers down to retail checkout counters.
Infrastructure Outages Require Reliable Offline Tools
The primary technical hurdle delaying implementation is the lack of an operational offline mode. Yulia Yushchenko, head of regulatory affairs at JTI Ukraine, stated to Interfax-Ukraine that dependable offline functionality remains an absolute requirement for local businesses.
“Stable offline operation is fundamental in Ukraine, where enterprises face ongoing interruptions in electricity and communications,” Yushchenko explained. Without an offline mechanism, an interruption in connectivity could halt product distribution, prevent inventory registration, and expose compliant companies to tax penalties.
Field Testing Lags Behind Industry Scale
The core software architecture developed under the Ministry of Digital Transformation is roughly 99% complete. JTI Ukraine confirmed successful end-to-end trials involving a wholesale distributor and a retail chain, during which initial operational bugs were resolved.
However, industry representatives caution that current trials fail to represent the broader economy. Only three commercial entities took part in pilot operations, while more than 54,000 businesses must eventually integrate their inventory systems with the state portal before the mandatory deadline.
International Backing and Business Adjustments
The revised schedule provides producers, distributors, and retailers additional time to purchase specialized scanning equipment, update accounting software, and train staff. The delay also allows developers to build out the offline application before enforcement begins.
The e-Excise project is run jointly by the Ministry of Digital Transformation, the Ministry of Finance, and the State Tax Service. Support measures are funded via the UK DIGIT project (executed by the Eurasia Foundation and funded by UK International Development), while the mobile apps and web portal were developed under the EGAP program, supported by Switzerland.
