Ukraine Tightens Tobacco Controls and Considers Total Minor Vape Ban

Amid sounding air raid sirens on September 3, the Verkhovna Rada of Ukraine voted to intensify national anti-smoking measures. A total of 269 lawmakers approved Resolution No. 15127, marking the 20th anniversary of Ukraine ratifying the WHO Framework Convention on Tobacco Control (FCTC).

The resolution establishes stricter sanitary barriers and enforces international treaty obligations. Lawmakers designed the measure to reduce smoking-related mortality and curb chronic illnesses linked directly to tobacco and nicotine consumption across the country.

Proposed Draft Law Targets Youth Vaping Access

Alongside the approved resolution, parliamentarians officially registered companion Draft Law No. 15196. The bill aims to halt the spread of nicotine use among teenagers by imposing a blanket legal ban on the use of alternative smoking methods for minors up to 17 years of age.

If passed, the draft legislation will restrict access to a wide range of products:

Traditional combustible cigarettes
Electronic vaporizers and e-cigarettes
Hookahs and herbal smoking mixtures
Heated tobacco devices that operate without combustion

Draft Law No. 15196 remains a legislative proposal and currently awaits review by relevant parliamentary committees before heading to the floor for a formal vote.
