Azerbaijan Implements Total Ban on E-Cigarettes from April 2026
Azerbaijani President Ilham Aliyev has signed amendments outlawing the civil and commercial circulation of electronic cigarettes and vaping products. Effective April 1, 2026, the ban places vape devices and their components under the same restricted legal status as weapons and hazardous poisons.
The legislative changes modify the Tax Code, the Food Safety Law, and the law governing items prohibited from civil circulation. By removing excise tax provisions from the Tax Code, the government has closed all legal avenues for commercial vape operations.
The ban targets the entire supply chain, prohibiting the following activities:
- Import and export of vape products
- Domestic production and manufacturing
- Storage and warehousing
- Wholesale and retail distribution
To enforce the restrictions, three state agencies have been granted regulatory authority: the State Customs Committee, the State Tax Service, and the State Agency for Antimonopoly Control and Consumer Market Supervision.
