Colombia Proposes Higher Vape and Cigarette Taxes in New Fiscal Reform Bill
The Colombian government has submitted its fifth tax reform proposal to Congress, aiming to raise \$21.9 trillion pesos by 2027. Under the bill presented by Finance Minister German Ćvila, authorities plan to increase taxes on vapes and cigarettes to curb consumption and generate revenue.
This targeted tax hike on electronic cigarettes and tobacco products aligns with the administration’s goal of addressing public health concerns while securing fiscal balance. The government has not yet released the exact percentage increase for vapes, but the measure treats e-cigarettes as a key source for new excise tax collection.
Beyond vaping, the reform targets high-net-worth individuals and specific industries to close a \$61 trillion peso fiscal gap left by previous legislative failures. Additional tax measures in the bill include:
- A 19% VAT on hybrid vehicles, sports events, and concerts.
- Increased VAT on gasoline and diesel fuel.
- A new 1% tax on the first sale of extracted coal and hydrocarbons.
- An expanded wealth tax ranging from 0.5% to 5% on fortunes starting at \$2.09 billion pesos.
Minister Ćvila emphasized that the tax burden will fall primarily on Colombia’s wealthiest citizens and high-income sectors to ensure fiscal responsibility without harming lower-income populations.
