Kazakhstan Proposes Higher Minimum Tobacco Prices to Curb Smoking

The Ministry of Finance of Kazakhstan has proposed raising the minimum retail prices for all tobacco products. This policy aims to regulate the market and reduce smoking rates, though local consumers and health experts question its impact on established habits.

While the government views pricing as a public health tool, experienced smokers remain skeptical. Many argue that high prices do not deter those with established habits. “Those who want to smoke will continue to smoke, regardless of the cost,” noted a former smoker who struggled for years to quit.

According to the Bureau of National Statistics, tobacco use in Kazakhstan is declining, with current users making up 15.1% of the population – a 2.4% drop compared to last year. However, health professionals warn this decline may be misleading.

Zhazira Akanova, head of the “Jastar Med” Youth Health Center, points out that many users are simply switching to e-cigarettes and vapes rather than overcoming addiction. “Many mistakenly believe that switching to vapes eliminates nicotine addiction,” Akanova stated. She added that while price increases rarely affect long-term smokers, they serve as a barrier for youth who are just starting.
