France Proposes Mandatory Plain Packaging for All Vapes
French MPs Nicolas Thierry and Pierre Cazeneuve presented a cross-party bill on April 15 to enforce plain packaging on all vaping products. This legislative push at the National Assembly comes as youth vaping rates surge, directly challenging manufacturers’ aggressive, youth-oriented marketing strategies.
The proposed legislation addresses a rapid increase in adolescent e-cigarette use. According to the 2024 ESPAD study, 5.8% of 16-year-olds in France vape daily, compared to just 3.1% who smoke traditional tobacco. Furthermore, the French Monitoring Centre for Drugs and Drug Addiction reports that 46% of high school students have tried vaping.
The National Committee Against Smoking (CNCT) argues this spike is inextricably linked to industry marketing. Current vape promotion heavily relies on bright, contrasting colors and candy-inspired aesthetics designed to attract younger generations and normalize nicotine use.
To neutralize this visual appeal, the new bill demands that all vape packaging—and potentially the devices themselves—become uniform and neutral, regardless of nicotine content. This mirrors the plain packaging laws successfully implemented for traditional cigarettes in France a decade ago, which research shows decreased smoking initiation.
Lawmakers are pushing to get the measure on the National Assembly’s agenda by June. Co-author Pierre Cazeneuve noted that while e-cigarettes can help adults quit smoking, the country must fight against young people becoming addicted through “heavily marketed products.”
This strict new approach follows the mixed results of France’s 2025 ban on disposable vapes. Manufacturers quickly circumvented that law by simply adding rechargeable batteries to their devices, prompting authorities to target the marketing and packaging directly.
