Ireland Considers Generational Ban on Tobacco and Vape Sales

The Irish Department of Health is reviewing its tobacco control policy to consider a ban on selling tobacco and nicotine-inhaling products to anyone born after a certain date. This move, inspired by upcoming UK legislation, aims to phase out smoking and vaping entirely for future generations.

Fianna Fáil TD Malcolm Byrne has published the Public Health (Tobacco) (Amendment) (Smokefree Generation) Bill, scheduled for introduction after the summer Dáil recess. The bill seeks to establish a permanent barrier to nicotine access for youth.

“Over time it would mean that 18-year-olds, become 19-year-olds, become 20-year-olds and you can’t sell the product to them,” Byrne stated. “You will see a tobacco and nicotine-free generation.”

The Department of Health confirmed that all measures to end tobacco-related harm are under review. “Tobacco is a uniquely lethal product,” the department stated. “It causes almost 100 deaths and 1,000 hospitalisations every week in Ireland. There is no age at which it becomes safe to consume tobacco.”

Advocates Push for All-Island Alignment

The Irish Heart Foundation (IHF) supports the legislative push. Mark Murphy, director of advocacy for the IHF, welcomed the alignment with Northern Ireland and the wider UK. While Ireland is already set to raise the legal smoking age to 21 in 2028, Murphy emphasized that a generational ban is the key to long-term success.

Similar policies have faced international hurdles. New Zealand passed a generational smoking ban in 2022 but repealed it under a subsequent administration citing black market concerns. However, Irish advocates argue that strong measures are necessary to counter tobacco industry marketing.

Targeting Youth Vaping and Marketing

Byrne and the IHF expressed concern over the rise of youth vaping. Critics argue that e-cigarettes are marketed as lifestyle devices for children, using flavors like banoffee pie and lemon-lime to attract new users.

To address this, the Department of Health is advancing legislation through the Seanad to restrict vape flavors, packaging, and appearance. The new rules will also prohibit the advertising and public display of nicotine-inhaling products, aligning their retail restrictions with traditional tobacco.
