Israel Mandates Graphic Warning Labels on Vapes and Nicotine Packs
Israel has enacted strict packaging regulations forcing manufacturers and importers to place graphic warning labels on all tobacco and nicotine-containing products. Reported by local outlet Hadashot HaMoked, the mandate covers traditional cigarettes, vapes, hookahs, and nicotine pouches as the country addresses a youth vaping surge.
The new packaging requirements enforce strict visual standards across all retail products:
- Graphic Warnings: Images depicting the health consequences of smoking—such as cancer, heart attacks, and lung disease—must occupy at least 75% of the pack.
- Standardized Background: The remaining 25% of the surface must use Pantone 448C, a standardized dark olive-brown color. Brand logos, promotional graphics, and bright colors are prohibited.
- Sensitive Design: Designers adapted the graphic images to respect local cultural and religious sensitivities, intentionally excluding visuals that could trigger individuals with PTSD.
According to the Israel Cancer Association, approximately 24% of the Israeli population smokes, including 34% of men, with smoking claiming over 1,000 lives monthly.
To enforce compliance, authorities are introducing criminal charges and steep fines for violators. Non-compliant sole proprietors face fines of up to 226,000 NIS (~$61,400), while corporations face penalties of up to 452,000 NIS (~$123,000).
