Moldova to Raise Vape Taxes by 50% and Cigarette Taxes by 20% in 2027
Moldovan Prime Minister Vasile Tofan confirmed that the government has proposed a tax reform package for 2027. The policy targets public health by raising excise taxes on electronic cigarettes by 50% and traditional cigarettes by 20% to discourage use among residents.
Beyond tobacco and vaping, the fiscal reform introduces new levies on sugary and energy drinks, alongside a 25% excise tax on pyrotechnics. The government will also implement a 6% turnover tax on gambling companies.
According to Tofan, Moldovans spend 10 billion lei annually on gambling—a figure that exceeds the state budget’s annual transfers to healthcare. The new tax measures aim to redirect some of these funds back into the public sector.
