Poland Proposes Drastic Excise Tax Hikes on Vapes and E-Liquids
The Polish Ministry of Finance has published a draft amendment aiming to drastically increase excise taxes across the e-cigarette market. This legislative move is explicitly designed to reduce the economic accessibility of vaping products, specifically targeting youth consumption to improve overall public health.
The proposed changes, recently published by the Government Legislation Centre, outline significant price hikes for both hardware and consumables.
| Product Category | Current Excise Tax | Proposed Excise Tax |
|---|---|---|
| Vaping Devices (All Types) | 40 PLN | 50 PLN |
| E-Liquids | 0.96 PLN per ml | 2.20 PLN per ml |
Furthermore, the ministry plans to close existing tax loopholes regarding modular devices. Currently, certain device components—such as power and control units sold separately without heating elements—escape taxation. The new regulations will ensure these standalone parts are also subject to the excise duty, ensuring comprehensive taxation of the vaping sector.
