Russian State Duma Speaker Urges Regions to Ban Vape Sales
State Duma Chairman Vyacheslav Volodin has urged Russian regional governments to enforce total bans on retail vape sales to protect children. Volodin noted that existing federal restrictions have failed to curb the market, with specialized vape shops decreasing by only 10% over the last year.
Federal Restrictions Fall Short of Protecting Youth
Although federal laws ban vape sales to minors, restrict advertising, and impose criminal liability for repeat violations, Volodin stated these measures are insufficient. “People asked to protect children and restore order in this area,” Volodin said, urging regions that have not yet acted to study the experience of those that have.
Five Regions Implement Retail Bans Under New Law
A federal law passed in June allows Russian regions to independently ban the retail sale of vapes, e-liquids, and electronic nicotine delivery systems. Currently, only five regions – Perm Krai, Nizhny Novgorod, Penza, Saratov, and North Ossetia-Alania – have enacted these local bans. Governor Dmitry Artyukhov of Yamal recently announced that his region will soon join them by drafting a complete retail ban.
The push for stricter local laws comes amid growing health concerns. Medical reports indicate that vaping triggers systemic inflammation and weakens the human immune system, making youth protection a health priority for lawmakers.
