An essential guide to Spain’s upcoming e-cigarette regulations, detailing public bans, product restrictions, fines, and what vapers must know.

Spain prepares to implement significant changes to its vaping laws. The government aims to tighten regulations on e-cigarettes. These new rules will reshape the vaping experience for residents and visitors alike. Minister Mónica García leads the Health Ministry’s comprehensive anti-vaping plan. Authorities expect to roll out this plan by late 2025.

Key Changes Coming to Spanish Vaping Laws

The new regulations introduce several critical changes. Vapers must understand these to navigate the evolving landscape effectively.

1. Public Place Vaping Bans and Fines

The government will ban vaping in many public spaces. These areas include restaurant terraces, beaches, and queues at bus stops. Vaping will remain permissible in private homes and inside private cars. However, individuals caught vaping in prohibited public areas could face a €200 fine. It is important to note that indoor vaping in public venues, such as airports like Barajas, already carries fines up to €500.

2. Product Restrictions: Packaging, Flavours, and Disposables

The plan also targets vape products directly. Officials are considering plain packaging for all vape products. This measure aims to reduce their attractiveness, particularly to younger individuals. Flavoured vapes, such as mango or bubblegum which are popular among teens, may face an outright ban. Furthermore, the government intends to ban disposable vapes completely. This ban addresses concerns about youth appeal and the environmental impact of disposable product waste.

Impact on Vapers, Businesses, and Spanish Culture

These new rules will undoubtedly affect various stakeholders across the country. Vapers, businesses reliant on vapers, and even aspects of Spain’s renowned social culture will feel the impact of these changes.

Concerns from Vapers and Business Owners

Many adult smokers in Spain credit vaping with helping them successfully quit traditional cigarettes, which are responsible for approximately 50,000 deaths annually in the country. These individuals view the new restrictions as a potential setback to their harm reduction efforts. Bar and restaurant owners also voice significant worry. They fear the ban on terrace vaping will deter customers, negatively impacting businesses still in recovery post-COVID. The hospitality sector, which employs 1.7 million people, is actively lobbying for exemptions, but Minister García remains firm, citing risks from secondhand vapour.

Public and Expert Opinions Diverge

Public opinion on the new measures appears divided. A 2025 survey indicated that 55 per cent of Spaniards support stricter vape laws. However, only 30 per cent of respondents favor a complete public ban on vaping. Social media platforms reflect this split, with some users praising the crackdown while others decry it as governmental overreach. Some critics, including medical professionals, also argue the government is implementing these measures without sufficient long-term data on vaping’s effects.

How Vapers Can Adapt to the New Environment

Vapers in Spain must stay informed to comply with the upcoming laws and avoid penalties. It is crucial to know the designated no-vape zones. These include restaurant terraces, beaches, public transport stops, and any areas where children typically gather, like playgrounds. Vapers should restrict use to private spaces or any remaining designated smoking areas, though these are diminishing. If you currently use flavoured e-liquids, you might consider stocking up before potential bans take effect. However, individuals should avoid hoarding disposable vapes, as these products face an outright ban.
