Tahiti Proposes Sweeping New Tobacco and Vape Regulations
French Polynesia’s Minister of Health, Cédric Mercadal, has presented a draft law aimed at significantly modernizing and strengthening regulations governing tobacco and vaping products across Tahiti and its islands. The proposed legislation focuses on reducing product accessibility and appeal, particularly among minors.
Key measures outlined in the bill include a long-discussed but not yet implemented ban on single-use disposable vapes (often called “puffs”), a strict prohibition on sales to minors, and new licensing requirements for importers, wholesalers, and retailers. The law also seeks to ban online sales, vending machine sales, and street sales of these products.
Further restrictions target product presentation and usage. Plain packaging for all tobacco products is slated for 2029, alongside limitations on authorized vape flavors. Product displays and self-service access will be prohibited. Additionally, smoking and vaping will be banned in bars and restaurants, including outdoor terrace areas. The plan also includes prescription-only nicotine substitutes for cessation support and a product traceability system to combat illicit trade.
The government plans an accompanying tax reform and has included transitional provisions to allow businesses time to comply. Collaboration with municipalities is also planned to bolster anti-smoking efforts.
