UK Campaign Urges Vape Users to Oppose Nicotine Product Restrictions

The New Nicotine Alliance UK (NNA) has launched a campaign mobilizing consumers to oppose government proposals that would restrict the packaging, appearance, and retail display of vaping and nicotine products. This initiative arrives as the UK Department of Health and Social Care prepares to close its public consultation on October 2, 2026.

The NNA expressed disappointment with the current trajectory of UK tobacco harm reduction policy. The group argues that treating vapes, nicotine pouches, and heated tobacco similarly to combustible cigarettes reverses Britain’s former position as a global leader in harm reduction.

Proposed Restrictions on Packaging and Appearance

Under the proposed regulations, the government aims to standardize packaging to plain white, ban branding imagery, and restrict flavor descriptors. Additionally, physical vape devices would be restricted to white, black, or grey with a matte finish.

The proposals also target retail visibility, requiring vapes to be stored behind sales counters. The table below outlines the proposed maximum visible display areas across different UK regions:

NNA Warns of Harm to Smoking Cessation Efforts

The NNA warns that these measures blur the line between combustible tobacco and lower-risk alternatives. In a public statement, the NNA noted: “The new proposals are to hide vapes, nicotine pouches and heated tobacco behind screens, just like cigarettes; to ban advertising, just like cigarettes; to impose plain packaging, just like cigarettes.”

The organization also criticized comments from public officials downplaying the value of vape shops, pointing instead to the government’s own “Swap to Stop” scheme, which distributes free vape starter kits to help smokers quit. The NNA cited data from Action on Smoking and Health (ASH) showing that public misconceptions about vape safety are worsening, despite official findings that vaping carries only a fraction of the risks of smoking.

Additionally, the NNA raised concerns about the Vaping Products Duty tax scheduled for October 1, which will increase the cost of vape liquids. The group urges consumers to visit its campaign website and submit their responses to the government consultation before the October 2 deadline.
