Russian Lawmakers Support for Complete Vape Sales Ban
Russian lawmakers are prepared to support a blanket ban on the sale of all vaping products, State Duma Chairman Vyacheslav Volodin has announced. This follows a call from Industry and Trade Minister Anton Alikhanov to prohibit vape sales, arguing that current age restrictions are not effectively preventing youth access.
Volodin emphasized the “obvious health risks” associated with vaping, stating that vape liquids contain heavy metals and toxic compounds. He noted that earlier legislation banning vape sales to minors, including nicotine-free products, and doubling the excise tax on nicotine liquids in 2024, had not achieved the desired results. “Even under threat of penalties, dishonest sellers continue to offer this liquid poison to teenagers,” Volodin said. “Only a complete ban and removal of vapes from store shelves will help protect children.” The parliament now “expects a corresponding legislative initiative from the government” and will consider it a priority.
This potential ban comes amidst rising vape use in Russia. A 2023 SuperJob poll indicated that 21% of Russian smokers exclusively used e-cigarettes, with another 16% using both vapes and traditional cigarettes, a significant increase from 2019. However, critics of a full ban warn it could drive users to the black market. The Russian Finance Ministry also projected a potential annual revenue loss of 15 billion rubles ($189 million) if vapes are banned outright, prompting the Health Ministry to suggest raising taxes on traditional cigarettes to compensate.
