UK APPG Inquiry: Vaping’s Role Ahead of Tobacco Vapes Bill

All-Party Parliamentary Group for Responsible Vaping

Parliamentarians from various political parties have united to reconstitute the cross-party group on vaping, known as the APPG for Responsible Vaping1. The group aims to provide a voice on vaping issues within Parliament and has initiated an inquiry to investigate the role of vaping in the UK.

The two-month inquiry will gather evidence and insights from experts in a wide range of fields, focusing on sector responsibilities in addressing key issues associated with vaping. The topics under discussion include public health benefits, environmental and economic impact, and proposed government legislative measures, such as flavors, packaging, display, excise, and a ban on certain vaping products.

The inquiry findings will culminate in a report featuring thematic analysis of the government’s proposed measures to better regulate the vape sector. These measures include the introduction of a new vape tax from 2026, potential restrictions on flavors, and a ban on disposable devices. The report will also put forward practical and legislative suggestions surrounding vaping.

The APPG seeks to understand and highlight best practices within the sector to support adults in quitting smoking while addressing key issues like preventing children from accessing vapes, protecting the environment, and tackling the illicit vape trade. The group will play a role in identifying and encouraging industry-led improvement.

The APPG has elected Mary Glindon, MP for Newcastle upon Tyne East and Wallsend, as chair. Other elected officers include Euan Stainbank, MP for Falkirk, Lord Naseby, and Lord Brady of Altrincham. The Independent British Vape Trade Association (IBVTA)2 supports the reconstituted group.

Chair Mary Glindon MP expressed her delight at the group’s reconstitution with cross-party support and encouraged everyone with an interest in vaping to respond to the call for evidence on the role of vaping and the government’s proposed regulations.

Glindon emphasized the importance of bringing together experts from various fields to address the key issues associated with vaping. She urged the government to work closely with the APPG over the coming months to ensure a fair and balanced regime that does not risk the many benefits vaping can bring.

The chair looks forward to seeing the inquiry findings, particularly in encouraging industry-led improvement and putting forward practical and legislative suggestions ahead of the upcoming Tobacco and Vapes Bill3.
