The city of Arroyo Grande, California, is advancing a measure to implement a total ban on the distribution of all e-cigarettes (vapes), including those previously approved by the FDA. This move aims to close existing loopholes and simplify enforcement against the sale of these products, particularly to prevent youth access.

David Culver, Arroyo Grande’s Interim Police Chief, explained that the current slow enforcement process for unapproved vapes made it challenging to control local distribution. “This amendment allows the enforcement of not allowing vendors/retailers to sell electronic cigarettes; then it’s not a guessing game as to what product has or hasn’t been approved,” Culver said. This new ordinance expands upon a 2019 measure that initially targeted sales to minors.

Health officials support the full ban, believing it will significantly impact young people by reducing access and preventing addiction before it starts. Amy Gilman, Tobacco Control Program Manager at the San Luis Obispo County Public Health Department, stated, “The city is taking a proactive step to also not sell those within the city and reduce access for young people.” She highlighted that despite existing age restrictions, vape use remains an epidemic among teens and young adults in college.

The City Council is scheduled to revisit the ordinance for final approval on June 24th.
