Colombian Chamber Approves Adult-Use Cannabis Regulation Bill
The plenary of the Colombian Chamber of Representatives has approved a constitutional reform aimed at regulating adult-use cannabis consumption in the country. The bill, spearheaded by Liberal Representative Juan Carlos Losada and Historical Pact Senator MarÃa José Pizarro, seeks to legalize the buying and selling of marijuana, addressing the current legal inconsistency where consumption is permitted but purchasing the product remains illegal.
Representative Losada, a strong advocate for the reform, believes that this approval marks the first step in moving away from the country’s unsuccessful prohibitionist drug policy. He has repeatedly emphasized the irrationality of a system that allows legal consumption but criminalizes acquisition, arguing that it creates a thriving environment for criminal organizations by forcing consumers to resort to illegal markets.
The bill’s sponsor, Liberal Carlos Ardila, expressed gratitude to the plenary for their support and stressed the importance of shifting the approach to cannabis from one of persecution and prosecution to one that prioritizes health and education. This change in strategy, he asserted, will be the guiding principle for Colombia’s future cannabis policies.
With the Chamber’s approval, the bill now advances to the Senate’s Committee I for its second of eight debates. As a constitutional reform, the proposed legislation must navigate through this rigorous process before it can become law.
