Czech Republic Proposes Stricter E-Cigarette Rules
The Czech Ministry of Health has introduced draft regulations aimed at significantly tightening restrictions on electronic cigarettes, with a strong focus on preventing youth uptake. The proposed measures, which require European Commission approval, seek to ban e-cigarettes and their refills that resemble toys or sweets, or feature images of animals or characters known to appeal to minors. Packaging with cartoon aesthetics, gaming references, or fantasy motifs would also be prohibited.
This move is a direct response to the soaring popularity of vaping among Czech youth. According to the State Institute of Health (SZÚ), 13.9% of the population used e-cigarettes in 2023, a sharp rise from under 5% five years prior. Nearly one in four individuals aged 15–24 vape regularly, and about 15% of users started before the legal age of 18. The Ministry highlighted that nearly 20% of current e-cigarette users in Czechia are non-smokers, suggesting these products are attracting new users rather than solely aiding smoking cessation.

The proposed regulations also aim to ban certain e-liquid ingredients, including sweeteners, cannabis extracts, psychoactive substances, anabolic steroids, and hormones, and may establish maximum limits for other additives. Addressing labeling inconsistencies, the Ministry wants all products to state nicotine content uniformly to enhance consumer transparency. Furthermore, it argues that all vaping products, even initially nicotine-free ones, should carry nicotine warnings, as refills can be easily swapped.
A primary concern driving these changes is the impact of nicotine on adolescent brain development, with the Ministry stating, “Young brains form synapses faster… teenagers are more susceptible to addiction.” The new rules aim to bring Czechia’s laws in line with broader EU public health goals.
