Guam Senators to Debate 20% Vape Tax in Upcoming Legislative Session
Guam senators will consider a bill imposing a 20% tax on vapes and other nicotine products during an upcoming legislative session. Sen. Joe San Agustin, the main sponsor of Bill 193-37, seeks to introduce a 10% excise tax on vapes and e-cigarettes, defined as “electronic nicotine delivery systems” (ENDS), in the first year, increasing to 20% in the second year.
The bill aims to cover the loss of millions of dollars in tobacco taxes as people switch to vaping. Under the proposed legislation, 40% of the ENDS tax revenue would go to the Department of Revenue and Taxation for enforcement, while the remaining 60% would be allocated to the Guam Memorial Hospital for operations, maintenance, and vendor payments.
The speaker is expected to announce the start date for the September legislative session in the coming days, during which the 20% vape tax bill will be up for debate.
